About Roy L. White
Mr. White was a consulting engineer with a local engineering firm from 1968 until 1973. Mr. White’s engineering practice included the representation of municipalities and developers. Municipal projects included drainage studies, design of infrastructure and construction projects, utility system projects included evaluation, design and construction and master planning of infrastructure along with design of remediation projects. Representation of developers included feasibility studies on real property, residential subdivision design and construction supervision; commercial property design and construction supervision, and representation before state and local governmental authorities for permitting and licensing. Mr. White’s consulting engineering practice also included the firm acting as engineer for several South Texas Cities.
Mr. White’s early legal practice revolved around working with the contractors and developers he had represented in his engineering practice. Mr. White was instrumental in the organization and implementation of a local contractor’s organization. This contractor’s organization was instrumental in getting standardized contract forms from municipalities and private owners. Mr. White served as Executive Director for 11 years. As executive director Mr. White represented the organization before the Occupational Safety and Health Administration and other governmental organizations. The local organization subsequently merged into the Associated General Contractors, Heavy Highway and Municipal Utilities Division in San Antonio, Texas.
Mr. White has continued to utilize his engineering training in representation of clients in construction surety bond defaults, construction defects and Insurance defense.
